Before you start installing and configuring, you buy domain and hosting from provider like bluehost. If you decide not to publish the website now, just for learning you can follow below steps.

1. Install

Install Xampp a handy program to your computer. It contains both PHP/Apache server and MySQL server that is needed for installing Joomla.

Download Joomla Zip file. Create a folder joomla in C:\xampp\htdocs and extract Joomla files to it.
